  The reason the ingredient knowledge base can be proprietary. Commission documents are reusable under CC-BY 4.0 by Decision 2011/833/EU: attribution is required, commercial use is permitted and there is NO share-alike clause, so nothing here encumbers the wider database. Presence in CosIng is not evidence that an ingredient is authorised at any concentration — a regulatory claim must point at the actual annex entry.
